Readiness is an operating decision
Operational readiness is the evidence-based decision that people, assets, information and support arrangements are sufficient for controlled operation. Construction completion or commissioning progress alone does not establish readiness.
Organise the evidence
A readiness plan should identify deliverables, owners, acceptance criteria and dependencies early enough for gaps to be corrected before handover.
