Readiness is an operating decision

Operational readiness is the evidence-based decision that people, assets, information and support arrangements are sufficient for controlled operation. Construction completion or commissioning progress alone does not establish readiness.

Organise the evidence

A readiness plan should identify deliverables, owners, acceptance criteria and dependencies early enough for gaps to be corrected before handover.

• Approved operating and emergency procedures
• Training and competency records
• Asset data, drawings and maintenance requirements
• Spares, warranties and support contacts
• Outstanding defects with assessed operational impact

Practical example

A facility can be fully commissioned and still not ready: if the emergency procedures are unapproved, the operating team is untrained on the installed control system and the asset register is empty, the site cannot be operated with control.

Control the transition

Define who holds operating authority, when that authority transfers and how incomplete items will be governed. A controlled exceptions register is more useful than treating handover as a single ceremonial date.

Is commissioning the same as operational readiness?

No. Commissioning proves the installation performs as designed; readiness proves the organisation can operate and maintain it with the people, procedures, data and support in place.

Can a site accept handover with open defects?

Often yes, provided each defect is assessed for operational impact, recorded in a controlled exceptions register and owned with an agreed closure date.
